Third Party Representative - Legal Framework & Service Agreement
● Definition : Third Party Representative of a Community Entity [Article 4]
Any manufacturer, importer, or where relevant downstream user, may, whilst retaining full responsibility for complying with his obligations under this Regulation, appoint a third party representative for all proceedings under Article 11, Article 19, Title III and Article 53 involving discussions with other manufacturers, importers, or where relevant downstream users. In these cases, the identity of a manufacturer or importer or downstream user who has appointed a representative shall not normally be disclosed by the Agency to other manufacturers, importers, or, where relevant, downstream users.

For non-EU manufacturers, B-Lands Consulting is extending ONLY REPRESENTATIVE services, that is the legal frame [Article 8] for achieving REACH compliance through a REACH proxy legally based in EU.
For EU manufacturers, EU importers , B-Lands Consulting is extending THIRD PARTY REPRESENTATIVE services, that is the legal frame [Article 4] for conducting data sharing on behalf of a registrant, that is, protecting the registrant identity from competitors.
The company also provides additional services for the updating/upgrading of the (Material) Safety Data Sheets issued by chemicals suppliers through the supply chain, as well as, the generation of the Chemical Safety assessments (CSA), Chemical Safety Reports (CSR) for registrants and downstream users.
